"Telecom Sector Flourishes: AGR Surges 2.5% to Reach Rs 64,494 Cr in Q4 FY23"

In the realm of the telecom sector, the adjusted gross revenue (AGR) has shown a notable 2.5% sequential surge, scaling up to Rs 64,494 crore in the final quarter (Q4) of the fiscal year 2022-23 (FY23), as unveiled by recent government data.

This AGR figure is pivotal for the Department of Telecommunications as it forms the foundation for calculating operators' levies. In the previous quarter, AGR had experienced a growth of 1.5%.

Analyzing data from the most recent Telecom Services Performance Indicator Report, it becomes apparent that AGR has exhibited a robust 9.5% annual escalation. This growth can be attributed to tariff adjustments introduced by industry giants Bharti Airtel and Vodafone Idea (Vi), coupled with an increase in the average revenue per user (ARPU).

However, the total revenue generated by telecom service providers has taken a dip of 3.19% sequentially, arriving at Rs 85,356 crore in Q4FY23.

Simultaneously, the license fee amassed in Q4FY23 has witnessed a 2.53% quarterly upsurge, reaching Rs 5,159 crore, in accordance with the latest data from the Telecom Regulatory Authority of India. On a year-on-year basis, this figure has expanded by 9.4%, climbing from Rs 4,712 crore during the corresponding quarter in the previous year.

Collections from the spectrum usage charge (SUC), on the other hand, have seen a recurring decline, primarily due to the government's resolution to halt the imposition of the statutory fee on airwaves obtained from the 5G auction conducted in July 2023.

SUC collections have experienced a 6.94% quarterly descent, amounting to Rs 755 crore in the most recent reported quarter. This reflects a substantial 61% decrease from the Rs 1,926 crore recorded during the same quarter of the preceding fiscal year.
Taking the lead, Reliance Jio has claimed the highest AGR, tallying up to Rs 22,985 crore in Q4FY23. This marks a 1.7% increase from the previous quarter and an 11.25% rise from the Rs 20,659 crore achieved in Q4FY22.

In the second spot, Airtel has observed a 1.15% sequential upswing in AGR, reaching Rs 18,500 crore in Q4FY23. This registers a 15.3% annual growth, compared to Rs 18,290 crore in Q4FY22.
In contrast, Vi has encountered a 1.61% sequential decline in AGR during the Q4 of FY23, reaching Rs 7,210 crore. On an annual basis, the financially constrained telecom enterprise has remained static in its AGR progress.

State-owned Bharat Sanchar Nigam (BSNL), however, has showcased a 4.9% sequential elevation in AGR, reaching Rs 2,083 crore. This reflects a substantial 19.02% annual surge.

Collectively, access service providers, which encompass Jio, Airtel, Vi, and BSNL, have contributed a notable 80.06% to the aggregate AGR of telecom services.
On a broader note, the sector's overall average revenue per user (ARPU) has demonstrated an upward trajectory. The monthly ARPU has ascended to Rs 142.3, from Rs 141.4 in the preceding quarter. Meanwhile, prepaid ARPU has risen to Rs 139.6 in Q4FY23, up from Rs 137.7 in the previous quarter.

Contrastingly, ARPU for postpaid services has sustained a decline in the most recent reported quarter, narrowing down to Rs 173.5 compared to the Rs 182.3 recorded in the third quarter of FY23.
Telecom companies are actively focusing on transitioning subscribers into the postpaid segment, considering it as a premium service.
